Initial reports of an outbreak initiates Protocol Alpha.
Let me preface the explanation of Protocol Alpha (herein PA) by stating that I have prepared a "Bug-out" bag complete with a weeks worth of rations, camping fuel, 50 feet of climbing rope, and a break-down .22 rifle with 200 rounds of ammunition.
The initiation of PA indicates a timed lock-out procedure with progress points at every quarter-hour interval until the initial hour is complete. (I use the term "lock-out" because after the full hour of PA has elapsed, no one gains access to the group or their supplies, even if that person was an initial member of the group.) One can safely assume that the knowledge of an outbreak would be learned through mass-media and that upon news breaking, public communications would experience massive failures due to increased traffic. Each man is responsible for himself during the first two phases of PA, where phase one (00:00-00:15) involves obtaining pre-packed gear and tuning into media outlets for intel. While some feel the first fifteen minutes are important in terms of getting yourself to a safe-point, it is far more important to gain information: possible safe routes to a rally point, outbreak characteristics including transmission specifics, and how government agencies are responding.
